Wiki Access to chart in group setting

I would like to clarify from legal stand point the following question. In a medical group practice that is using an EMR system, can a physician access a full patient chart even though he is only treating the patient for a particular condition as a specialist. Is this physician allowed to get access to other physicians notes of the same group for this one patient?

Yes, as they are all in the same group, sharing the same data. As a group all have access to all records, to review notes, labs, ect... HIPPA still applies to everyone that has access to the records. But I can not see specialists accessing records they don't need to review, they usually do not have the time.
