I have the insurance company saying that I can not append a 25 modifier on a 98941 I have a secondary procedure 97014 what do I do
 
You can only append a modifier -25 on e&m codes (99201-99499 code range). There would be no modifier necessary when billing the above code pair. Manipulation and E-stim are mutually exclusive and can be billed together without a modifier
