Can anyone tell me if you can code admit and/or discharge with delivery only cpt codes? I am wondering for commercial as well as medicaid

I was trained that if the patient was admitted and did not deliver within the next 24 hours the admit could be billed if it meets at least a level 1. The discharge is included in the delivery.
