Does the admitting doctor have to do the discharge? If so, does he have to put AI on the discharge as he does on the initial charge?
 
No, any doctor can do the discharge of the patient.

As far as the AI modifier, that is only to be used if there was a consult done by another physician for the patient during that patient stay. The consulting doctor will also charge a hospital visit and the admitting doc adds the AI to the admitting E&M so the payor will know who the admitting doc was.
