Allergen Antigen Mixing/Billing

I work for a hospital and we have many hospital owned specialty practices. We recently acquired an Allergy group. They currently order their antigens for injection from an outside laboratory. The laboratory however bills the practice for the cost of mixing/prep of the antigens so the clinic has been billing the patients insurance for the mixing (i.e.; 95165) even though they do not actually prepare the doses.

Does anyone else's group do this? If so how do you support the service documentation wise, do you use any specific modifiers to indicate the service was outsourced? Or if there is another way to re-coup the cost being billed to the practice that I am over looking please let me know.
