I hope someone can help me with this. We have just been denied by BC for labor epidurals that converted to C-section. We have not changed anything about the way they are billed. We have never had a problem before. They were denied stating that the modifier cannot be billed twice - referring to the QZ modifier on the labor epidural code and the add-on 01968. Has something changed that we are unaware of?
