Are we required to bill Medicare for a covered service if we are not billing these services for any patient to any other insurance carrier?
 
As a general rule, yes, providers are required to file claims for covered services provided to Medicare beneficiaries unless they have gone through the steps of opting out of Medicare and entering into a private contract with the patient. There may be other limited exceptions to the requirements for certain services and provider types - you may wish to contact your local MAC for specifics.
