What if the scenario is the injection is performed by a different physician? Can the -tc and -26 modifers be addended to the 23350 and bill the radiologist.
 
No, 23350 does not have a technical and professional component so those modifiers would be invalid.

23350 would be coded just for the physician who performs the injection. The radiologist or other physician who interprets the arthrogram would bill for the professional component of the imaging procedure, which would be a different code.
