The physician performed knee arthroscopy with lateral release and VMO plication. Would it be sufficient to bill 29873-22 to cover the work of the VMO plication?

That is entirely reasonable.

You can argue back-and-forth between using a 22 modifier or trying to add in an unlisted code. Hard to tell which is less likely to get paid
