Is 29877 considered inclusive if billed with the 28890 and 29888?

Do you mean 29880? If so, then yes, 29877 is bundled unless it is done in a separate compartment. Also, MC requires the use of G0289 in place of 29877 when billed with other arthroscopic codes.

they are actually coding three codes, 29888, 29880 and 29877...29877 getting denied.
