If Dr is doing a left shoulder arthroscopy with open subpec biceps tendonesis should I only bill 23430? or can I also bill 29828 also?

Arthroscopy is not a procedure. From the way your question is posed your surgeon attempted or started a biceps tenodesis arthroscopically and then made an incision to complete the procedure. If this is accurate you can only bill 23430. Did the surgeon do anything other than the arthrodesis? If so, that may be billable.
