Wiki ASC and physician post-op pain management

I code for ASC but the coder for the physician has come to me for a question and request for documentation support. Can the surgeon bill for post-op pain management, such as 64450 with arthroscopy of knee or does it have to be done by another provider? Also, we do not have anesthesiologists, only have CRNA's. Can CRNA's do the blocks and get reimbursed for them? Please advise and provide any website or documentation to help us talk to our respective providers. Thank you.
