I know the global modifiers don't apply to an assistant surgeon. But when a surgery (procedure) is discontinued and an assist is being used is 53 added the the assistant surgeon also.
 
I think it would all depend on how much of the procedure was actually performed or when it was discontinued. If the procedure was started but the assistant surgeon's skills had not been utilized yet, you wouldn't bill for their services.
