Are attempted recanalization billable at all?

For ex: "multiple wires were attempted to traverse into the right AT but were unsuccessful. "

He went on to perform an atherectrmy in the Peroneal.

But can the abandoned procedure be coded at all?

If it wasn't completed then I would say no, it cannot be billed unless it was cancelled due to the patient's well-being then use a -53 modifier. In this case, I would bill the atherectomy and maybe add a -22 modifier if you feel he did enough work to warrant the extra reimbursement.
