Wiki Auditing an OB visit

So in our state we are required to bill our Medicaid ob visits individually. For the patient's that have no problems I am auditing them with a PF or EPF history, and EPF exam but the MDM is a stable established problem-1, urine dip for data reviewed-1 and then the mdm of SF.
Which would constitute a 99212 but my physicians think a normal ob visit is a 99213. I want to give them what they deserve but on paper it shows a 99212. Has any one run into this or can give any advice?
