Wiki AWV not met can you still bill a E/M

Hello,
Just wondering if anybody knows that if a AWV is not met for all component's and is not billable can you still bill for a E/M code
if the patient has a diagnosis needing new medication, labs, xray etc? I see under "AI" is says it is billable however I can't find anything anywhere else

Yes, you may be able to bill for a medically necessary E/M service even if the Annual Wellness Visit (AWV) was not fully completed, particularly if you are addressing a separate and significant medical condition requiring a new medication.
