Wiki Axillary Lymph node Mapping

If the doctor intends to perform mapping of the axillary lymph nodes during the same session as a mastectomy, we normally bill a 38900. In this case the doctor injected the blue dye, and no lymph nodes reacted so he was unable to perform the mapping. Is it appropriate to still bill the 38900 with a 53 modifier, or should we only bill for the injection of the dye?
