Wiki BCBS unwritten policy for AS modifier??

Has anyone received a denial for a PA/NP where BCBS states they want an AS modifier on a 10 day global surgery that the APP performed? This is not in an assistant surgery capacity. There is no MD involvement in the minor procedure. According to BCBS, this lets them know that an APP performed this minor surgery. We are seeing this with dermatology on skin biopsies and excisions. This makes no sense considering AS, by definition, is for an APP assistant at surgery.
