Wiki BCG 1/2 /split doses

Hello! I saw this question before but there is no response, does someone has experience billing for 1/2 dose of BCG to 2 different pts on the same day because they have a shortage of drugs. We are not using the full vial on 1 pt so I am not sure if the JZ is appropriate. I cannot find any info that the JZ modifier signifies that it is all used on 1 pt (just that there is no wastage). We still do not have any wastage because it is being used on other patient, so maybe the JZ modifier is valid on these claims? We have been sending them without the JZ modifier and they are being denied (obviously). Any help would be appreciated. Thank you!

What we have been doing is making sure there is no wastage between the pt's that are receiving the doses and then appending the JZ modifier since the JZ modifier definition does not state it has to be the same pt. I feel like it's a very grey area that CMS should redefine (or not deny in these cases). Our claims have been paid this way.
