Best Place to Find INsurance Regs for modifiers

I am new to pediatrics coding and I am having a hard time with modifiers. Where is the best place to find the modifiers that all insurance companies except?
 
I would like to know that also if there is such a thing. I go into my CPT book under the modifier section and write in the company name for now at least. Hope you get a response to it soon. :)
