Wiki Bil carotid artery stenosis I77.9 vs. I65.23

A provider is asking why I77.9 Disorder of arteries and arterioles, unspecified maps to HCC 108 and I65.23 Occlusion & stenosis bilateral carotid arteries does not map to an HCC. Why is the "unspecified" dx an HCC and the more specific one not?
 
It does make sense. I believe the provider felt that an occlusion/stenosis are a disorder and if they are supposed to be coding to the most specific, then I65.23 is more specific than the unspecified disorder code of I77.9. Our EPIC contacts are concerned that if I65.23 is supposed to map to an HCC, then they need to have a correction made in the system.
