c section was performed along with bilat tubal lig.. a cyst was attached to a fall. tube

"Right fallopian tube was adherent to the right ovary at the distal portion by a 3cm cyst. A small amount of mucinous material was draining from cyst, therefor the decision removal was made. The cyst and distal portion of the fallopian tube were clamped across the mesosalpinx. Right fallopian tube with attached cyst was excised."

so, wouldn't that be included with the ligation? 59510,58611

Yes, if you are already billing for removal of the tube with 58611, the fact that there was a cyst attached does not change the CPT. You may want to add a diagnosis, but the procedure is the same.
