Ok, my physician saw a patient for an office follow up and he is billing for edema. The reason for the follow up was for elevated creatinine, HTN and edema due to medications that the patient stopped taking on their own.

If the ROS and exam show that the patient is negative for edema, the HPI states no edema was present today..

Can the physician bill this resolved diagnosis?
