My question is: A 15 year old presents with a parent for a PE, vitals are done by nurse, no exam by provider, just a face-to-face with parent that the services they are requesting are not within his scope of practice, parent decided to leave at that point, is this a billable service. Provider chose as PE 99384 as this was a new pt with a z00.129 dx. There is clearly no provider- relationship at this point in time. Thanks for any help.
 
You certainly cannot bill 99384 if no exam was done, and if there is no chief complaint or problem that the provider evaluated, then no other E&M would be appropriate either. Even if you can find a code, I would advise against billing for this visit as it will likely only create a complaint and a customer relations problem for your practice.
