Wiki billable vs. nonpayable

I understand that, while a code may be billable, it may not be payable....but does that then negate subsequent billing?
Case in point: if smoking cessation counseling is given, and supported by documentation, billed, received denial as nonpayable - am I not supposed to ever bill this again? I run across this with various codes and I have been told by my compliance officer not to bill them if they will deny. But changes occur so often, and there are so many plans out there to keep track of... PLUS I feel that if the payers track CPTs, they may add them to covered services. Thoughts?
