What is the proper way to bill the following scenario. 2 splints for the right wrist ordered and issued on the same day. Cool comfort splint (L3930) night time carpal tunnel use. HWW splint (L3809) for Dequervain's day time use. Both issued on the same date.

We have only been able to get the lower priced of the two paid. Is there a modifier we should be using to get both paid? This is for commercial insurance's when an ABN is not applicable.
