would you use a modifier 25 when billing 99213 with 94640 if patient has acute bronchitis and is wheezing? Some coders have been saying the doctor would only bill 94640 only if the patient has asthma and is seen by the provider and examined and determined they need a breathing treatment? Any references on how to bill would be appreciated.
 
I bill them together

I work for an allergist and we bill the 99213 with 25 modifier and the 94640. we never have a problem with billing them together.
