Wiki Billing 99309 at POS 55?

I have a patient that is in-patient at a behavioral health residential facility. She saw a physician for an examination on day 28 of her 31 day stay. The physician is billing 99309 at POS 55. Does a behavioral health facility qualify as a nursing facility? Is this code appropriate to bill at a residential facility? :confused:
