Wiki Billing by time Inpatient

Hi,
Can someone please help me clarify if this is an acceptable time statement for inpatient (hospital follow up 99231-99233)
"Greater than 35 minutes at bedside managing care today."
Prior to using time statement, the provider does explains what was discussed and counseled the patient on, so time is justified.
However, I asked him to clarify if he spent >50% on counseling, but he said since he only counts the bedside time, that should already suffice.
Now I'm confused. Bedside does counts as face-to-face time in inpatient setting. In this case, does he need the >50%... part?

Any thought?
