Billing CPT 99291 (J2 Status Indicator) with surgery CPT 27602 (J1 Status Indicator)

Is it possible to bill the critical care code 99291 with the surgery code 27602 on the same day? These services were performed by different physicians. Addendum D1 says they cannot billed together.
