Billing E/M for V76.51

Hi,
We do not bill an E/M with a dx of V76.51 to medicare, as they will not pay that. However, we saw this patient and it was decided based on her age that a screening colonoscopy would not be done. So can I bill the E/M for this visit and if so, how and where is tthere documentation in the Medicare E/M book that states I can bill this.
