Wiki Billing For Failed Vision/Hearing Test - Pediatric Office

I have a question, I do the billing for a Pediatrician who performs vision and hearing screening. There are a few instances when the child is uncooperative and the tests fail and the provider and parent decide to do the tests at a later time. My question is, should I bill the insurance for the failed tests?
