Is it acceptable practice to bill an E/M charge. When a provider has a patient return to the office to see if the squaric acid that was applied on the prior visit to the inside of the patient's arm caused a reaction? In my opinion it is a continuation of the 1st visit.

If the return visit is on the same date, then you would not bill a separate E&M code since it is related to the first visit. If it is on a separate date, then it is acceptable to bill a visit, although it is up to the practice if they want to make it a no charge visit as a courtesy to the patient (unless it is in the global period of a procedure that this was billed for, in which case it cannot be billed).
