Wiki Billing for Normal Saline

There is a debate in our office about wheather or not you should bill for the saline bag(s) that are infused for hydration only.

One person thinks that if you bill the J code for the saline then you are then doing theraputic infusion and not hydration.

Another view is that you should only code the hydration code and no J code for the saline.

What are ER and office billers doing when hydration is done?
