Can we bill for both oberservation (any observation cpt code) and chemotherapy administration (cpt code 96450) for same date of service?

Yes, as long as you could prove that they were 2 separately identifiable services. It would be like billing an office visit w/ chemo. Just be sure documentation supports coding and put a -25 mod on observation E/M.
