Wiki Billing incident to another physician

Hi, I was wondering if anyone could point me in the direction of where I can find literature on physician's billing incident to another physician? It sounds kind of hinky but I cannot find anything concrete that says you can/cannot do this.

Examples:
Chiropractor performs CMT, but services were billed with the supervising physician's NPI listed as the rendering provider in Box 24J of the CMS 1500 form, who is not a chiropractor.

Acupuncturist performing acupuncture and services billed with the supervising physician NPI listed as the rendering provider in Box 24J of the CMS 1500 form, who is not an acupuncturist.

Both performing providers are licensed and have their own NPI's and should be billing under themselves as the rendering physician?

It appears the Group is billing these services as "incident to" ? Is this allowed? Does anyone any good sources that says yay or nay? Preferably CMS or work comp guidelines if there are any?
