Billing/ Neuropsychologist/ VS BC/BS of AR

I'm having problems with billing 96118 with 96120-59, BC/BS has refused to pay 96118. I have talked with them about the note in the CPT book under 96118 and they interpret it totaly different, could anyone tell me where I could get some back up information or who I may talk to about this matter.
