Can we code a 99211 visit for a new patient at the clinic but is here just for immunizations and seeing a nurse only, or just for labs and discussing them with a nurse?

We have read conflicting information that states that the patient MUST be established, MUST be a face to face interaction for a 99211. The only time we can bill an office visit, is if the patient is already an established patient and there's no way to bill for the nurses time and counseling efforts if they are a new patient.

Any help would be appreciated.

No you cannot do this. The 99211 is an established patient level. It is not a nurse level, it is a physician level. It is the level of care a physician may charge when qualified staff are seeing the patient and carrying out orders from a previous visit, while the provider is in the office. A nurse cannot see a patient for any initial service in a physician office as the physician must establish the care and write the plan for the nurse to follow.

No not truely if the provider has not established care. The nursing time is inclusive to the providers charges. And you cannot charge for any service not previously ordered by the provider in a face to face with the patient.
