Wiki Billing NON-USED neurostimulator lead

Our pain management specialist tried to implant 2 stimulator leads(L8680). One lead was implanted, the other (after several attempts) had to be removed because good positioning could not be achieved. Can I bill both leads to the major medical insurance company since the 2nd lead cannot be reused?

i would check to see if a modifier is needed for exam mod 52 for reduced services or 53 for discontinued procedure
