A patient is seen in office for an NST but it was nonreactive so the patient was sent to labor and delivery where they perform NST, it is reactive. 59025 is billed in office, is it appropriate to bill 59025-26 in the outpatient setting as well? Would a modifier 76/77 my appropriate to show it was a repeat service done?

If the same physician did the interpretation in both settings then yes, 59025-26 and also the modifier for the repeat procedure would be appropriate. If the interpretation is done by a hospital provider as well, both won't get paid and you will likely get a denial.
