Wiki billing patients for non-covered services

If my provider performs services that would not be covered by insurance, is he allowed to bill the patient less than what the insurance would have allowed? He has occasionally been asked
by our pregnant patients for an ultrasound when there is no medical indication to do one, just to have a peak at the baby. We want to offer patients this service but as a self-pay service.
I don't know what to advise him except that we should probably inform the patient that it is not a "billable" service and ask for payment up front. We just don't want to breach insurance contract rules.
Any advice you can give me is greatly appreciated.
