If a patient goes from one Emergency room (ED) to another, in the same day, can both hospital systems bill?

Scenario 1- transfer from one ED to another
Scenario 2- patient goes to one ED for one issue, then later to another ED for a seperate issue
Scenario 3- patient goes to ED & is released, then later patient goes to another ED for same issue.

Yes, if documentation supports the rationale. I did a peer review on a case where EMS transported patient to nearest hospital after a fall. First ER stabilized patient but could not treat fracture so EMS transported to separate facility for orthopedic eval and surgery. All claims were paid.
