Wiki Billing therapeutic infusion from ED to Observation

How are medicine infusions billed when initiated in the ED and admit order to Observation is 4 minutes later. For example an infusion of Magnesium sulfate has an infusion time of 0612 - 0720. Initiated in the ED and then the observation order starts at 0616. Do you charge 96365 and bill it all under ED? Does it depend on your Healthsystem rules?
