what is the birthday rule
 
It's a standard Coordination of Benefits rule.

If a child is covered by both parents' employer policies, the parent whose birthday comes first in the calendar year is the primary plan, and the other parent is secondary.

Note: It goes by the month and day, not the year - the age of the parents is not a factor. For example, Mom's birthday is April 10th, and Dad's birthday is June 26th. Mom's plan would be primary.
