Wiki Bladder cath insertion during surgery and icd 9

We have a patient that was having spinal surgery and the nursing staff could not get the catheter in the 19 month old patient. The Urologist was called in to insert an indwelling cath, 51702 and there were no diagnostic difficulties for this. The child has absolutely no urinary problems. We are having trouble coming up with a dx to support this. Can someone help with this?
