Can I bill the bladder cath (51702-59) along with the delivery (in this case 59510) if my doc is the one that inserted the cath?

CCI edit shows that this is oaky as long as I use a mod with the cath code
 
for Ob procedures like cesarean, mandatory temporary catheter /or indwelling catheter placement is inclusive component of major procedures.
I believe as per the guide line from CPT for 51701-51702, they are reported only when performed independently.
