If a nurse in the out-patient infusion center inserts an IV in preparation to give drugs, draws a specimen collection through the IV and it is then determined that patient cannot receive the drug, can a 36415 be billed since no drug was given through the IV site or should we be billing for an IV insertion? They are already billing for the supplies to start an IV. Any input or reference would be greatly appreciated.
