Bunionectomy - I am just needing some clarification

I am just needing some clarification on bunionectomies. If my provider does a McBride Bunionectomy-28292 and a Metatarsocueniform Arthrodesis-28740 on same foot same day, can I bill 28292 and 28740 separately or do I need to bill a Lapidus-28297? I am being told that any time a bunionectomy is done and a Metatarsocueniform fusion is done, then Lapidus-28297 is to be billed no matter what type of bunionectomy is performed. Any information on this would be greatly appreciated.
