Is anyone billing 28296 + 28298 together same foot or do you automatically go to 28299?

Doc did both 28296/735.0 + 28298/735.8 interphalangeus, do you bill both if you have 2 different dx?

Medicare bundles them but aaos does not.

Any thoughts would be helpful!
