Wiki Can I bill an E&M?

Hello,

A patient came in to discuss results of blood work a week after he had a well exam and there is no documentation to the amount of time the patient was seen and counseled. There is an ROS and some systems examined but I don't think they are medically necessary a week after his well visit, especially since the HPI is "came to discuss blood work". Is there any way I can bill an E&M for this visit?
